Shorting bar: used to create a short circuit between two or more points in an electrical circuit. With inductors, they are used to discharge the energy stored in the inductor quickly.
Latching relay: Maintains its position even after the control power is removed. This is achieved through either a magnetic or mechanical latching mechanism.
Combined function: Quickly discharge the inductor when it needs to be de-energized. Provide a safe path for the inductors stored energy to dissipate.
